OCDETF National Leadership

Leading the Nation's Fight Against Transnational Organized Crime

As Lead OCDETF Attorney for the District of Puerto Rico (2019-2025), Max J. Pérez-Bouret directed the most complex, multi-agency investigations focused on international drug trafficking organizations and transnational criminal enterprises.

His leadership produced historic, unprecedented results:

Historic Achievement: First-Ever CPOT Extraditions

In 2021, the District of Puerto Rico extradited its first-ever Consolidated Priority Organization Target (CPOT) in the district's history—a milestone that had eluded federal prosecutors for decades. Under his leadership, the district went on to extradite 5 CPOTs total—the Attorney General's highest-priority international drug traffickers—fundamentally transforming Puerto Rico's role in dismantling global trafficking networks.

National Ranking: 4th in Colombian Drug Lord Extraditions

In FY (Fiscal Year) 2024, the District of Puerto Rico ranked 4th among all 94 U.S. Attorney's Offices nationwide in total extraditions of drug lords from Colombia—outperforming far larger districts and establishing Puerto Rico as a critical hub in international cooperation against narcotics trafficking.

Regional Impact: Unprecedented RPOT Extraditions

Successfully extradited over 12 Regional Priority Organization Targets (RPOTs) from the Dominican Republic, Colombia, and Saint Maarten, directly disrupting major drug trafficking pipelines into the United States and Caribbean.

National Leadership in OCDETF Prosecutions

Led the nation in OCDETF prosecutions by number of defendants from FY 2023 through FY 2025—surpassing larger districts including the Southern District of New York, Central District of California, and Southern District of Florida.

Multi-Agency Coordination Excellence

Directed complex investigations involving DEA, FBI, HSI, ATF, IRS-CI, U.S. Coast Guard, Puerto Rico Police, and international public safety partners across multiple jurisdictions, coordinating hundreds of agents and prosecutors in parallel operations.

Strategic Impact on Transnational Crime

Prosecuted cases involving multi-ton cocaine and heroin seizures, international money laundering networks, violent criminal enterprises, and firearms trafficking organizations operating across the Caribbean and into the continental United States.

This six-year tenure leading the nation's most aggressive OCDETF program provides unmatched strategic insight into how multi-defendant cases are prosecuted.
